When selling down-trending terrible companies are shorted. When the market is predicted to go up great companies are bought.
Quality of a company is assessed through two mane factors:
1) Numbers and business analysis - long term fundamentals, product competitivity, financials, industry and individual growth outlook, etc.
2) Technology - the quality of technology, companies engineering talent, technology risk.
The decision to buy and sell are made daily, and the duration of trades varies depending on market conditions. Most trades are medium and short term trades.
